The emulator defaults to not having any network connectivity. This blog (http://blogs.msdn.com/akhune/archive/2005/11/16/493329.aspx) explains how to use ActiveSync to give the emulator access to the network. From there, you would browse your webserver exactly like you would from a hardware device - http://<your-server-name-here>.
