编译Web应用程序项目的ascx成DLL

Is it possible to compile a web application project .ascx (user control) into a dll?

我要做到以下几点：

2. 嵌入CSS和.js文件作为资源到控制


3. 能够更新超级容易。如果用户控制更新，我只是想更新1 .dll文件

However, that uses web site projects, and I cannot embed js css as resources into web site projects.
