I have Learn English for more than 10 years,
but my English still stay on reading and writting
I can't understand foreigners and dare not speaking in front of them.
Now I see, to communicate, is my target!

Also from Fujian, I used to be a coding and am excellent and fluent at spoken English. It's definitely pathetic that you still can't speak good English with efforts of 10 yrs. It, however, happens very often among Chinese programmers. So you don't have to feel very sorry for your problem. Time is the least thing to be wasted to a man and what you need now might be as you said, or not, but the least time path to heal the crux.
BTW, I own an English QQ Group: 66376241 (三明英语角), in which you can communicate with one another and make friends in a circle of FJ people.
