flex做的主页，在web.xml设置为欢迎页面，为啥不显示呢

flex做的首页，在web.xml设置为欢迎页面，为啥不显示呢
在webRoot下的bin-debug目录，web.xml设置如下
<welcome-file-list>
    <welcome-file>/bin-debug/login.html</welcome-file>
</welcome-file-list>

如果访问的url 不加上/bin-debug/login.html，页面显示的一片空白，应该是找到了，否则就404了，但是为什么不显示呢？

非要类似这样 http://192.168.202.89:8080/nrmscsts/bin-debug/login.html 才行。。。

初学flex，求指教.
