If you don''t want to use the dialog, then do it by yourself (or your can buy some component if you like but it might not be a complete solution).
It would not be that hard to do such a toolbar particulary if you can accept to display the font name using standard font. And it would be even easier for button and size combo.
At most, it should take a few hours if you keep it simple.
