Workflow manger is configured on server while back but all of sudden 2013 workflow option missing in SharePoint designer. At the same time all existing 2013 workflows don't display in the workflows list in SharePoint designer 2013.

1. Check if "Work Management Service Application" is started in manage service applications in central administration.
