SharePoint Publishing Site Template is non-responsive. Is it possible to get it responsive. I found Heather Salomon's responsive css code for Seattle Master. Has anybody tried it?

What do you mean by "SharePoint Publishing Site Template is non-responsive" ? What is your goal and your current situation? Please share us a bit more detailed information about your requirements and the issues you are facing.

For communication site, you can always create communication site as site collection. And there is no OOB approach to create a communication site as sub site. The template is not available when creating subsites.

Communication site does not have left navigation. You can create two level navigation in the top navigation bar. Or you can use Team Site template and use managed navigation to create two level left navigation.
