I'm not sure I get what you're after. But as you're using SharePoint Online, you can build worflows in two fashions: -

SPD Workflow's are more mature and might scale better to an enterprise if plugged into a list or library. Flow is much newer and allows cross application workflows but doesn't really scale all that well for enterprise workflows. it's strength is allowing individuals to set up flows that their unique circumstances may require.
