一旦系统在Windows Phone平台上启动，如何自动运行应用程序？

我正在开发一个Windows Phone 8.1项目，我们是OEM负责创建BSP，驱动程序和测试工具。

I am working on a Windows Phone 8.1 project, we are the OEM responsible create the BSP, driver and testing tools.

我正在研究一种测试工具，它需要实现App在系统启动时自动运行的功能。

I am working on a testing tool which needs to achieve the feature that App automaticly runs while the system boots up.

所以我的问题是我如何才能获得这样的权力？ 

So my question are how can I get the authority to do that?
