You can try following steps:
1. type inetmgr on run command
2. Expend tree view from left pannel
3. right click on application pool showing on panel
4. click on Add Application Pool
5. Just give the name of application pool and select framework version which you want.
6. Click on ok button, now you can use that application pool.
