Is there any way to run Windows IoT Core into an emulator like Windows 10 Phone? It could be very handy. For instance, if forgot my Raspbarry Pi 3 at home and now that I'm traveling with my laptop I cannot test anything on it.

There is not image available for download built for hyper-v. You can try to build your own iot core image but you will have serious issues to build a bsp or emulate hardware
