I am a 14 year old and have developed my own hololens app to show my blender models, everything is working but the store says ratings and reviews can't be submitted as my app has hardware requirements not on my device.

According to the Store message, you're not able to rate or review your app because your device doesn't meet the Minimum hardware you set in Dashboard. You might refer to System requirements:
