Crystal Report文档加载错误

Hi,
there is some exception on a published application used " CrystalDecisions name space"
with is added to the solution by "add reference" in develop time.
the exact Error message is :
System.IO.FileNotFoundException: Could not load file or assembly 'CrystalDecisions.Windows.Forms, Version=13.0.2000.0, Culture=neutral, PublicKeyToken=692fbea5521e1304' or one of its dependencies. The system cannot find the file specified.
File name: 'CrystalDecisions.Windows.Forms, Version=13.0.2000.0

I have created the set up project in the solution . but when it is running on different machiean which have not crystal report installed the exception accrued.
