I have local resources in a MS project 2010 file and the "assignment owner" field is empty...

when i used MSP 2007 when i saved a file the "assignment owner" was automaticly updated with the "project manager".

It's a curious question as the assignment owner determines whose task page the assignment flows to. Inasmuch as local resources do not have assignments in PWA, these assignments should not need default owners. I don't remember this behaving differently in 2007, but I'll take your word for it. Too long ago for me.
