TFS2017.1我们无法将任务分配给团队成员

我们最近已从TFS2013.2迁移到TFS2017.1 期望会出现一些问题。 

We have recently migrated from TFS2013.2 to TFS2017.1  with the expectation that there are going to be some teething issues. 

目前我们只能在任务板上为我们自己分配任务，而之前我们可以将任务分配给任何团队成员。 

Currently we can only assign tasks to ourselves on the taskboard while previously we could assign it to any team member.

I have already tried playing with security by enabling "Make Requests on Behalf of Others" 

我们还在测试环境中运行了一个查询，该查询未生成我们想要的输出。 

There is a query that we have also run in the test environment which did not produce the output that we wanted.
