发布页面编辑属性错误

Interesting thing is that if I directly open the page and edit the page properties from page it lets me save and check in. Now once I have the checked in version - Edit properties start to work. I never faced this issue in my local machine....however as soon as it went DEV, QA and PROD of our organization it behaves like this.
