I had Visual Studio 2015 Update 1 installed.  I attempted to install Visual Studio 2015 Update 3 but performed a "Troubleshoot compatibility" check first. After the compatibility check completed it instructed a restart. I restarted my computer. I tried to launch Visual Studio 2015 but a window popped up  stating I needed to restart my computer.  I was in this infinite reboot loop so I uninstalled Visual Studio 2015 Update 1 and am now in the state of not being abled to install it.
